Winter beach holidays without extreme heat: five mild to warm destinations

Not everyone looking for winter sunshine wants 30°C temperatures. These five destinations offer different balances of sea temperature, breezes, beach time, walking and sightseeing during the European winter months.
What does a beach holiday without heat actually mean?
Winter sun is often advertised as though there were only two choices: a grey Central European winter or tropical temperatures above 30°C. In reality there is a wide range between them. Some people want to swim and still be able to walk or hike comfortably. Others mainly want sunshine by the pool and do not mind a cooler sea.
We are therefore comparing five very different winter options, not simply destinations described as warm. Air and water temperature are not the same: Madeira can be pleasantly mild by day yet have much cooler sea water than Egypt.
1. South Tenerife: the easy middle ground
South Tenerife is the most balanced choice if you want sunshine, beaches and excursions. Its southern coast is usually drier and sunnier than the north in winter, while trips into the higher mountains feel distinctly cooler.
The winter sea is not bathwater-warm but is comfortable enough for many swimmers. The great advantage is variety: a morning at the beach, a coastal walk, a trip towards Mount Teide and an evening outdoors can all fit into the same holiday. For 28°C air and really warm sea water, you will need to look farther southeast.
2. Madeira: ideal when swimming is only part of the holiday
Madeira is the coolest destination in this selection. Its tourism board describes a mild climate year-round. In winter the air is well below tropical temperatures, and the sea is around 18°C – possible to swim in, but refreshing rather than relaxing for many people.
Madeira is excellent for combining a pool day with levada walks, Funchal and trips along the coast. There are better destinations if you only want to lie on a beach. For 'winter without the cold' rather than 'summer in January', it is a strong choice.
3. Sal and Boa Vista: more beach, more wind
On Sal and Boa Vista, the beach takes centre stage. The Cape Verde islands lie south of the Canaries and have plenty of sunshine during the European winter, though the trade winds can be strong. They make the warmth more comfortable but are clearly felt on the shore.
For beach lovers, they sit between the Canaries and the Red Sea in character. The islands are drier and less green than Madeira, so anyone seeking lush landscapes and daily hikes should take that into account. Those wanting wide sandy beaches may be much happier here.
4. Sharm el-Sheikh and Dahab: warm sea without summer heat
Sharm el-Sheikh and Dahab work as a Coolcation explicitly only in the European winter. Then the Red Sea is the main draw: swimming and snorkelling are generally much more comfortable than in the Atlantic, while air temperatures are far below Egypt's extreme summer heat.
Sharm lends itself more to traditional resorts and sheltered bays, whereas Dahab has a more independent pace with cafés, diving and coastal life. Wind still matters in winter, making a sheltered hotel location more valuable than in midsummer.
5. Muscat: city, mountains and sea in the right season
Muscat and Oman's coast are the warmest option on this list. In winter you can combine the Arabian Sea with sightseeing and coastal outings without Oman's extreme summer heat. But 'without heat' does not mean cool here; on sunny days it can still feel very warm.
The advantage over a purely resort-based holiday is variety. Mutrah, mosques, coastal roads and bays create a trip about more than beaches. If your priority is keeping temperatures low, Madeira or the Canaries are better choices.

Our verdict
The biggest mistake when choosing winter sun is looking only at air temperature. Sea temperature, wind and your own tolerance for cold matter at least as much for a swimming holiday. Taking those factors into account reveals very different options from Madeira to Oman, all without travelling in the hottest local summer months.
